The City of Elkins is looking for a full-time Utility Billing Clerk to join our Finance and Treasury Department. Job Summary

The Utility Billing Clerk will work directly with the Treasurer and Finance staff to process billing, accept payments, assist customers, and perform bookkeeping and clerical support tasks. The ideal candidate brings a positive attitude, attention to detail, and strong communication skills.

Key Responsibilities

• Coordinate utility customer service functions including billing, collections, and account management
• Import and export customer account data for meter reading and billing
• Generate and mail monthly and final bills
• Receive, record, and process customer service requests; create and track work orders
• Apply penalties to past-due accounts; compile delinquent account lists; recommend cut-offs/cut-ons
• Investigate and respond to customer complaints professionally and promptly
• Prepare billing reports for monthly operations and annual audits
• Maintain compliance with City tariffs, rules, and regulations
• Assist with general administrative and clerical work (filing, data entry, mail processing, correspondence)

Qualifications

• High school diploma or GED required; college-level coursework in accounting or related field desirable
• Two to three years of experience in billing, collections, business administration, or customer service preferred
• Strong organizational and communication skills
• Ability to perform accurate data entry and financial calculations
• Valid West Virginia driver’s license required
