The Sr. Classification Analyst (Senior Compensation and Classification Analyst) plays a key role in supporting the statewide classification and compensation system that guides human resources policies across Texas state agencies. This position leads large-scale compensation and classification projects and contributes to key legislative reports that inform workforce decisions at the state level. You will lead classification reviews, develop and analyze job descriptions, and analyze salary and workforce data to support oversight and reporting.

This position involves collaboration with agency executives and HR professionals to promote understanding and application of statewide classification and compensation practices, ensuring consistency with state policy and data integrity in reporting.

ESSENTIAL JOB FUNCTIONS:
  • Leads and manages large-scale classification and compensation projects, including the development of biennial legislative reports on turnover, compensation, and job classification, ensuring timely, accurate, and data-informed outcomes.
  • Conducts job classification audits and reviews to ensure compliance with the State’s Position Classification Plan.
  • Provides guidance to agency HR professionals on classification and compensation practices, leave policies, and workforce reporting processes.
  • Develops and updates statewide job descriptions in coordination with agency input.
  • Analyzes workforce and salary data to support legislative decision-making.
  • Maintains and improves HR systems and data infrastructure used for workforce reporting and analytics.
  • Interprets national, state, and local salary surveys.
  • May present findings, deliver training, or assist with legislative testimony and fiscal note development.
  • May testify before legislative committees and make formal presentations at various human resources organizations or at state conferences.
MINIMUM QUALIFICATIONS:
Sr. Classification Analyst (Senior Compensation and Classification Analyst)
Bachelor’s degree in human resources management, business or public administration, political science, or a related field. Four years of human resources experience including two years of experience in compensation and job analysis. Education and experience may substitute for one another on a year per year basis.

KNOWLEDGE, SKILLS, & ABILITIES:
  • Knowledge of the principles and practices of human resource management; compensation principles and procedures; job evaluation methods; applicable federal, state, and local HR laws, statutes, and regulations; and research methodologies.
  • Skill in data analysis; using Microsoft Excel and Word to analyze data and prepare reports; managing multiple priorities; organizing complex information; producing high-quality written materials; utilizing data visualization tools such as Tableau or Power BI; and working with Human Resources Information Systems (HRIS).
  • Ability to manage confidential information, communicate effectively, meet deadlines, and collaborate with a wide range of stakeholders.
PREFERRED QUALIFICATIONS:
Experience in public sector human resources. Desired certifications include Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), Society for Human Resource Management Certified Professional (SHRM-CP), Society for Human Resource Management Certified Senior Professional (SHRM – SCP), or Certified Compensation Professional (CCP) certification.
